CakePHP code to import and export an XML file

I need someone to write some code in PHP using the CakePHP framework to do the following Importing XML into a database table 1. Allow a user to upload an XML file (Apple property list *.plist ) 2. Parse the XML file 3. If the record does not exist in the MySQL database, validate the data and insert the record If the record exists on the database, check the last modified timestamp and if the record XML is the most recent edit, then replace the database record. 4. The XML record will contain text for example waterType = "salt" , but in the database table the field is a integer field that needs a foreign key put in there sourced from another the waterType table where salt = 1 and freshwater = 2; Exporting XML from the same database table 1. Allow a user to download an XML in Apple property format *.plist using HTTP GET I will provide an example of the XML file and I will provide the database schema Should be a simple job, I would like it done within a day.
