Custom Shipping Calculator for WP E-commerce

On the checkout page ([login to view URL]) of a Wine website (built on WP E-commerce) I require a custom shipping Calculator that needs to:
1. Take an Australian post code (entered by customer directly into the calculator) and insert it into a conditional statement. If the post code is within a given range (e.g 3000 to 3999 for Victoria, Australia) then add a pre-determined ‘Flat Rate’ (flat rate plugin already installed) to the order total.
2. Divide the number of total bottles in the order by 12 to get the amount of ‘Cases’ in the order. I have already coded a validator that checks the total order is a multiple of 12.
3. Multiply the number of cases by the flat-rate amount (calculated in step 1) and add the shipping total to the final order amount
4. Have a ‘Free Shipping’ option (for customers picking up from the cellar door) that will override the calculator.
5. Executed with Ajax to match the other functions on the checkout page (not mandatory but nice to have)
6. Code needs to be well set out so I can make changes in the future.
7. Needs to be completed by the end of the Week (Fri 8/03/12)
Here’s the psudo-code I was thinking of:
If ($postcode >= 3000 && = 2000 && <= 2999) { // Customer is in NSW
Apply flat-rate called “NSW” X $number of cases
} else {
Apply flat-rate called “Rest of Australia” X $number of cases
}
