Custom Scripting - Need to store and call from MySql

I would like a one page site that I can re-use over and over and over for different clients. Each client will have a different picture and content, but the functionality on the backend will need to be the same. This will require Database work so I will need to have some sort of CMS so I can get in there and edit it if need be....At any rate, I will post some screen shots of what I want. The most important thing is after they hit the donate button on the page your building, I want a popup to pop-up (see pics) with a box to comment in and then the pay button will be on this box. The main thing is I want them to be able to put what they bought, their name, their donation amount, and a comment on the side of the website. It's a fundraising site, so I want people that visit to know who donated and their comment. it's similar to those fundraising sites you see nowadays and I will screenshot some of that. The pics show some real nice layout with some custom graphics and CSS. I don't need it super graphic heavy. upon commencement of project I will provide some CSS to build with. WIll be super basic. Also if possible I will be taking a certain amount from each sale. Is it possible to split that between two paypal accounts? Or I might have to just put into mine and then transfer to theirs. If this works smoothly, there will be other add ons to this site for you.
