Create Invision Power Board site with IP.Content

I currently have a website made using the Joomla CMS module. There is a frontpage, gallery, calendar, forum, contact us form, etc. I want to move the website from the current Joomla base to an Invision based website. I bought an Invision Power Board license together with [login to view URL], [login to view URL] and IP.Blog. My software programmer will be doing the conversion of users, forum posts, articles from Joomla to IPB however, he is not familiar with the [login to view URL] software and creation of the frontpage. The front page that i am looking for is almost exactly the same as my current Joomla website. Several extra blocks will need to be created to achieve the effect (Facebook like block, weather forecast block, adsense block, etc). Basically, this job is is to replicate the frontpage of my current site in [login to view URL], as well as a few other adsense blocks here and there on the other pages. Looking for professional, clean, and no fuss coders as i want the site to still load quickly. Joomla was using too much resources and thus i'm making the switch.
