Buila a website - portal

Hi, I need a website (maybe based on WP or some other platform), with following specifications: This portal should be multilanguage with functions that customers can login there adding a product search ads. Let say a customer need new tablet PC, he create an account on our portal, add a product description for that product he need and all retailers (that are registered at our portal) and are selling tablet PC-s are getting this description, and they can send to this customer an offer (Best price offer), so customer will get offers direct to his account and he can chose the best one... What functions should that portal have: From vendor views: 1: Register ( He should chose categories from that he can deliver products) 2: Vendors should have options to review inguires that has been posted from customers 3: Vendor should have option to send him his offer (Price for that product he can deliver and delivery time) 4: Vendor should get an email as soon a customer add a reguest for a product in that category that he chose it From customer views: 1: Register 2: Customer will add a product request that hi would like tu buy it (Product name and product description, without images) with timeline (how long this request is Valid 3: Customer should recive offers for that product from suppliers 4: Customer should have a option to contact vendor regarding his offer Other functions Create shopping categories Multilanguage Nice design Mailing list We need to get an email for each product request completely with all offers 1 hour before it's expired
