Create Lasso Tool in Vb.net similar to photoshop(repost)

Hi, I want a program in vb.net which has Lasso tool for selecting the picture outline, similar to photoshop. We should be able to select the picture border and reterive the picture from it. this program should contain both type of lasso tools Pen and rope type Photoshop call then Pen tool and ploygun lasso tool.
