Activex IRC client

I want an Activex Control to embed it in a web browser. It must me identical (or almost) to MS Chat ActiveX control (see: [url removed, login to view] ) I want a simple control, not too complex, just with the features of MSchat Activex (single channel, server, nick and channel passed by parameter, and whispering to a user) the reason I want one custom control is because the mschat activex can't connect to IRC servers, just to Comic chat servers. I want an example of a working HTML with the control embeded connecting. I want the control preferably developed in VB, but if you consider it will be more stable in other language, like C only explain me why you think is better in other language.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.

## Deadline information

The control must be very stable, professional look (preferably identical to MSchat activex), and not consume too much system resources. I want the control preferably developed in VB, but if you consider it will be more stable in other language, like C only explain me why you think is better in other language.
