Delphi and the current database is in Sybase SQL

I am looking for a patch to my current software written in Delphi with a database in Sybase SQL. The software sends net alerts to the IDEN network handset which is basic work order information. The IDEN cellular network is going to the federal Government at the end of June 2013. I need to be able to send net messages to handsets in the CDMA cellular network. We have three modules to the software (Comet Transportation). One module we set up drivers information along with the data for the net message, in this same module is the order taking portion. In another module the order taken is sent to a dispatcher screen where he can see all the orders taken and drags and drops the orders to the driver closest to the pick up address, thus the net alert is sent to the drivers handset where he looks at the job information. As the driver is in route he confirms he has received the job and is on his way, when he picks up he goes into the order and marks it picked up which comes back to our dispatcher screen and updates the dispatch and so on until he types in the signature. CXT is another dispatch software which works very similar to this one. We would also like to be able to capture signatures and send it back to the dispatcher screen.
