Looking to have an application created. This can be done on the Web via PHP type tools, or, as an installable application on a local windows desktop.
This application will basically take a comma delimated file, and process it. It will parse the file, and send out an email to each record.
The from and reply-to addresses of each email must be the persons email address.
The rest of the information contained will be included either in the subject, or body of the message.
The batch files to be processed will all be in the same format.

Variables:
Where the message is sent to needs to be easily changed
Subject or content of the message (template used) will need to be easily changed

It would be preferred if possible to have some sort of delay between each messages. If it is possible to have it be random, meaning we pick a minimum and maximum delay between each send, that would be ideal.
However, if anything, we would like it to appear random by checking a value either in config file, or in application that has the timing sequence in seconds. Meaning, we could say send messages with this time pattern:
3,10,42,12,17,4,2,1,32,65,108,109,1,12,3,84,4,8,10.
And it would process/send the first record (if started at 10:00:00) at 10:00:00; then 2nd record would be sent at 10:00:03, 3rd record sent at 10:00:13 - etc.
As far as what is used to send the mail. I am not sure what the easiest option is. SMTP can be setup, otherwise, if you suggest something else. You would need to explain exactly what i would need to do, and what system i would need, to use it.
Program language listed as PHP because my servers a php/apache enviroment. However i would be willing to get a .net server for this if that would make the app run smoother. Again though, you would need to suggest where I could pick one up that would be setup exactly how you would need.
Or of course, making a program as an EXE that can run on a windows desktop would be easier for me.
