Build simple advertising system for my site using PayPal

My site is at www.findajobalready.com. I want to build a very simple advertising system for the site using PayPal. It should work like this: 1. A user has to be logged in to an employer account to advertise. 2. There should be simple form for advertisers to upload an ad either text based or an image banner. There should be a title for the ad and url. 3. I want to be able to edit the Advertising rates from an admin form. 4. It should replace the Adsense ad group when a user pays to advertise. This is on all of the job results pages. Here's an example of a job results page: [login to view URL] 5. The text should be like the ad text at the top of the page here: [login to view URL] The ads should also be on the browse jobs pages like here: [login to view URL] 6. Once it's uploaded there should be a holding page with: Title of ad Banner (how the ad will look) Status (pending, approved, rejected) Start date Length (1 day, 7 days) Controls (Edit, Delete) It should be pending until approved and the user should get an email and a popup saying "Your ad has been received. It needs to be approved. After approval you will receive an email with a link to pay. Once the payment clears your ad will appear immediately on the site. Thank you." 7. I should get an email that an ad was posted. 8. The user should get an email that his ad is pending and will receive another email with a link to pay for the ad once it has been approved. 9. After the ad is approved the user should get an email with a link to pay on the site via PayPal. 10. After the payment clears the ad should go live for the amount of time the user paid for. This is the general idea. There might be some minor changes as we progress.
