Craiglist Clone

What I'm looking for is a craigslist clone. HOwever, I don't care about about the other irrilavent craiglist stuff such as the blogs, t-shirts etc... Im just interested in the classifieds, job postings, cities, etc... However, with these changes.

-Must have a language template.

-Must have a skinning/theme system.

-Users can only post locally around a certain area code (and maybe 3 area codes around them)

-2 different ways of viewing the system. One when you know what you're looking for (sorta like craigs) and one for just looking through the site.
