We need a Ruby On Rails application for ruby 1.9.1, rails 2.3.5, rspec, mysql+innodb. UTF-8 compatible (important!)

I) This software will help as copying timetracking info of just closed tickets into google spreadsheet/excel.
We check each timetracking record manually before copying.
II) Create a single page showing a list of timetracking records for all closed todo-items in all todo lists for a specified project, specified "completer-name" (see in API), specified period.
III) Project , completer-name, period will be specified via GET-parameters. Period will be an integer (1-2-3 etc days back from now).
IV) The list format:
For each todo-item show timetracking info twice in two different ways:
1) html table with a list of timetracking records (person, date, hours, description). + Link to todo list above this table.
2) list of textarea fields. one textarea for each person. With name of person above textarea.
Textarea consist of just one line with a line feed in the end. Format of this line:
"=HYPERLINK("[login to view URL]","TaskA")\t3.33\tCompleted"
- \t - means tabs.
- 3.33 - means hours used. use "." as decimal delimiter. This is a *total* of hours used by *particular person*.
- "Completed" - a constant value, should be hardcoded in HTML view as we will translate it.

- 333333 - project ID
- 777777 - todo item ID
This textarea will be used for manual copy-paste into Google Spreadsheet
V) All API calls should be done outside controller. We might want to perform it async in the future (from cron etc).
VI) No design/graphics required. Even no CSS needed. However page should look neat.
VII) There should be RSpec functional tests for controller. Implement using fake objects. No basecamp API calls should be made from RSpecs.
