OpenLayer Map with overlay data

I am looking for someone with excellent OpenLayers API knowledge. Project also requires good knowledge of PHP, postGis, Geoserver ,OpenStreets Maps. I would prefer if you have examples showing off previous similar projects. Overview Map container will be based on OpenLayers API and should occupy around 40% of the screen. Base layer will be OpenStreets Maps. Overlay will be some selectable vector boundaries of local areas stored in postGis database( around 440k polygons) Flow After user enters street address map should be centered and zoomed in on that address. User should be able to draw line and select multiple [login to view URL] initial selection user should be able to fine tune initial selection by adding more or removing already selected [login to view URL] of selected polygons should be displayed all the [login to view URL] user finishes fine tuning he/she needs to enter name for that area( selected polygons).Name should be stored as a attribute for each selected polygon so it is possible to pull this info from postGis database and present user with his selection in the case that he wants to change selected polygons later on. After the area is created and named user should be able to click on any selected polygon and get pop-up with some information pulled from database. Documentation Complete source code need to be supplied and supported by detailed comments so that I would be able to manage the system myself. Timetable I need complete map application within 5-7 days.
