desktop program to create Flash Picture Gallery

I want a desktop program to create a picture gallery similar to <[login to view URL]> The program should allow you to insert pictures and words to each page. Be able to resize images. It should then let you save it in 2 forms. One so it can run standalone on a PC, and the other so it can run on a website or email using a plug-in. If you can create a demo of 1 page inserting 1 image and saving a standalone file it would be an advantage to your bid. If not please provide detailed information on how you would achieve this. I know this is possible.
