Hi By admin access you mean to be able to edit the current pages? That is not really something that you "add" to an existing html site, but the site has to be rebuilt either with custom content management system (a simple basic one) either with a wordpress like cms. (or joomla, or others). I would suggest to use wordpress, as it's the easiest to learn and use it, also with a lot of add-ons that make life easier.
