Create website including secure ordering

Need a website creating including registering domain name. Site will include 6-7 pages of content, online ordering for e- documents including a safe payment method (e.g. paypal or worldpay), facility for people to register for regular updates and up to 5 different contact email addresses. website is for a new small business, this will be the face to the public so design assistance will be required as well.
