Buy or make a new CMS system

We are looking for a CMS system to buy. Or make on from start. This will be branded under our own brand. Today we use Mambo and Joomla. We are satiesfied with theese solutions. And they are good from a SEO perspective. But they are too complicated for a non-experiences person. We are looking for a CMS system that single person companies and small companies or work from home persons can use. It must be very easy to control and very logic for a non-experienced person. Everything must be online based. They must be able to design their own layout online and/or choose from templates. Easy to add/delete/move subpages. Complete WYSIWYG functionality. Article control And have other standard CMS functionality. Automatic sitemap Make simple contact forms and put them on whatever page they want. System must be search engine friendly. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
