small issue with drupal site

When a user tries to make an appointment on our website, and he isn't logged in, he should be redirected to the "403 Forbidden" page, which is our "login-or-register-page", but this doesn't happen... he gets just an empty page. This has to be fixed. This happened right after we updated some server side software (sudo apt-get upgrade) that might have upgraded PHP. There were some Drupal 6 errors after that upgrade, so in sites/default/[login to view URL], we set error_reporting to 0, but we don't think this causes the login problem because if we disable this change the problem still occurs... the page stays blank... your job accually is to find out why our page doesn't work anymore, and fix our page
