convert images to css(repost)

I have two photoshop images I want to converted into css webpages Preview: [login to view URL] Files [login to view URL] [login to view URL] Requirements: 1) must look the same in all modern browsers including firefox, IE, safari and chrome 2) Use css for positioning not tables, must be standards compliant 3) I would like the top nav to have the effect shown, where on mouse_over the brackets are added 4) there is a sub-nave shown in the second image which should also work as part of this, on some of the top items it will have a sub nav 5) I would like this all part of a template, not smarty, so when I want to add new pages using the same footer,header, body etc, i can just add in the includes or whatever and make it easily.
