A Usenet Image Scanner and Downloader

We need a utility that can scan newsgroups at certain intervals, automatically download binary images, check for duplicates automatically, run invisibly in the background, ignore non-image files etc, etc... It should support GIF, BMP, EMF, JIF, JPEG, PLX, PNG, TGA, TIFF and WMF. If you can use a Picturebox we have that support these and many more formats, it would be great. I'm also open for your suggestions and ideas as well as you should be open for mine to make this an outstanding product. IMPORTANT: In your bid include your description and ideas how you can make this a top of the art application, and also when you can start this project and when you expect to have it done. We also require you to send us source code prototypes several times a week so we can follow your work, and if needed ask for modifications etc ...
