Detect Cell phone provider website and an SMS installed on the site

I need someone to fix my site so when a user enter their phone number and click OK. The website will either show or mail or text the the cell phone carrier name that the customer is using whether AT&T or Verizon or Sprint or T-Mobile or Alltel etc. 1) Currently on my website, In the sign up form [login to view URL] the user/customer has to manually select his cell phone carrier be it (the carrier) AT&T or Verizon or Sprint or T-Mobile or Alltel etc.) I want to change that. What I want instead is, when the users input their cell numbers in the signing form of the Website [login to view URL], the website would be able to detect the user’s cell phone carrier. In a Few words when someone type their phone number, the system can show that the user is getting service from AT&T or Sprint or Verizon or T-Mobile etc. To really understand the project please try to sign up here [login to view URL] . I will also need a mobile phone application for this but now important right now. I will need and SMS installed also, but now so important right now.
