A website like howmanyofme.com but more general one

I need to have someone develop a script like [login to view URL] where people will type their first and last name and when they submit, they will be able to see how many people have the same name with him/her. The difference from [login to view URL] is that the results are not going to depend on State statistics. They will rather depend on user feedbacks. For this end, there is also a necessity for a robot protection as well as IP blocking. In other words, results will be based on user statistics. Let's say Mike Terry entered his first and last name, in the results page, he will see 1 because no Mike Terry has never searched other than him yet. If another Mike Terry had inquired, then the second Mike Terry would see 2 in the results page. Other than that, for now, I need the search results of available domain names including the user's name and surname whether available. You will need Resellerclub API to integrate that into the system or you can alternatively choose redirection method for redirecting the users to domain registrar which is also going to be me. PHP preferred but other languages are welcome.
