I have experience doing Android location-based apps with low battery consumption and Push Notifications enabled. Let me do this project for you.

I can develop app as your requirements (android app & backend server). Let me explain the main flow of app When users login to app, app will send current user location to backend server. Backend server will store it. When user request matching, app will send current user location to server again. Server will calculate and find all nearby users, then server will return the list of nearby users to app. Feel free to contact me for more detail.
