I am experienced iOS developer and I would love to participate in this update. There was several projects where my task was to detect issues or to change implementation of current code so this should be something like that. I gave you rough estimate not knowing exact details you needed and nature of low quality battery reading. There is public API that is approved by Apple so app can appear on AppStore but there are some issued connected to that. There are non-public API also that you can use that may give even more accurate data, but app probably will not be accepted by Apple trough Application Review process.
