A phonegap or similar technology based mobile notification application that could run on iOS and Android platform

Pls dont award before discussing You want us to make a cross platform app (anroid-ios-windows) that will receive nonfiction. The App admin will able to manage notifications subject wise. Different messages will be created on different subjects. After installing the App, user need to provide userid and password . If authenticated user phone will be registered. They will then start receiving the notifications. When the user view the notifications, they will able to veiw the notifications subject-wise. User will able to un-subscribe to receive notification on any subject. A web interface will be used to manage subject-wise notifications messages and scheduling to send the notifications. 3Rd party notification service might not be required. Our query: Will the user be able to specify the subjects on which they want to receive notification as they authenticate first time? Will the user be able to re-subscribe a subject for getting notification once it is un-subscribed?
