Custom Android build

I need a custom build Android version (latest version) that will run on tablets. This is what I need... I need the custom build to boot up, and load a browser with a predefined website, without any normal browser interface, so the feel would be as if a normal app. The user should not have the ability to navigate outside the "app". The requirements are as follows: - The build will be delivered as an installer, so that we can install the build on the tablets easily. - The build will have a custom boot image (provided by us) - The build will boot up into a custom browser window without any browser navigation bars or buttons, on a predefined website. - The installer will have a field where we can define the predefined website prior to install. - The build should have the ability to exit the browser with a hidden gesture, i.e. if to corners are pushed for 5 seconds. This should prompt a password verification before allowing exit to main screen. - The user should not be allowed to disable system features (such as wifi) by any means. This is roughly the project.
