Hi, I am Embedded System Design and Development Engineer. I have expertise in Microcontroller Programming and development on AVR (ATmega and ATtiny), Arduino and ARM (Cortex M0 and Cortex M4) in C/C++/Assembly Language. What I understood is: Recieve data from a Serial Port, Save as a readable format and on request, sent it using bluetooth. Isn't? I have expertise over all communication protocols of Microcontroller: - SPI (Master/Slave) - UART - USART - I2C (Master/Slave). - Ethernet - Wifi - Bluetooth etc.. Initial cost for development $770 If you want the device the cost will be around around $100/unit for 200 bulk + package+forwarding etc as actual. Also remember if the serial data is not plain ASCII but uses any encryption it will unreadable through any Telnet

Based on the requirements you describe I could design a pcb using the AtMega328 chip with bluetooth attached. The board could have its own battery or be hooked up to the internal dc power of the modem. It would also incorporate an sd card for storing all the data to a text file. Upon sending the correct message via bluetooth to the device it would then upload all the data from the sd card.

My suggestion for approaching this project with the intention of creating 100-200 devices would be to spend some extra money developing the first prototype so you don't take a large loss if you purchase a large order of faulty devices. I would start this project by obtaining the Tellabs 8110 model and sending it's serial data to an atmega328p with wifi connectivity via a Texas Instruments CC3000 chip. After success with the device, I would minimize the cost of the design by creating a circuit board that both fits in the modem and reduces cost by getting rid of the components that were not necessary from the Arduino. This version of the device could be used for larger scale production. I would need some funds up front for this project to purchase the materials for the first prototype. Thank You
