A Machine learning based project

The details for the project is given on the attached papers. Please read ([login to view URL]) carefully before bidding. Since the project requires a research oriented task, please add your last degree conferred (PhD is a plus). The project may seem to require lots of job, but for the first two phases, you are free to use open-source codes in java if exist, but should write if not integrated. Some models can be directly integrated from Weka or any other platform you know with informing me in advance. Knowledge in machine learning techniques, such as boosting, etc. and transfer learning, semi-supervised learning, etc. is highly prefered. You should indicate your knowledge with a publication, a sample project, etc. in case of claiming. In case of giving a different bid from 4000 dollar, you should indicate what you ask for each phases in your message.
