I need a PDF form in Acrobat 7 that fills in the date and time when a user selects a checkbox. I realize Acrobat has digital signatures but I'm trying to avoid them. The user must not be able to alter the date and time once the checkbox has been selected. I assume this can be done via javascript

Yes, that's correct. You should add an event on checkbox, so once it checked it will execute the javascript for disable the date/time fields. I could provide you the solution within a few hours.
Add javascript to you existing submit button if you have one or create a checkbox or another button that will do the same. This will fill in the text field with the current time from the computer as a static value.
