Convert BUFR messages into JSON data file

I don't need a generic converter but a converter for a specific kind of message.
Must run smoothly and quickly on Linux platform
Language an use of library is free but must be discussed and agreed.
I am open to questions.
A sample data file is attached here.
Whatever the language (C, python, javascript, scala, ...) used, the code must be self-documented and extensible. I mean that the converter can be use as standalone or called by another code, for example to send the JSON documents to another application without writing a file.
In this project, GPL licence pieces of code are allowed. But any licensed code must be reported in the proposal.
Some additional information:
BUFR means Binary Universal Form for the Representation of meteorological data. The format specifications are in the WMO website (wmo.int). A user guide is here https://www.wmo.int/pages/prog/gcos/documents/gruanmanuals/ECMWF/bufr_user_guide.pdf.
But you will certainly not go to recode it to decode the format.
There are several decoders available as libraries, some java tools, python scripts,...
The task is a small task. It consists into selecting the best existing tool for the job and to use it specifically to decode wind sequences files and to encode in JSON documents using a predefined template.
I put only one datafile but if the main sequence does not change, the quality part may change depending on the data source. So the code must be sufficiently clear to adapt it to a new data source.
The entire file is converted as an array of JSON documents.
It should be possible to adapt easily the code to send the resulting array to another application, or to a database instead of writing a file on disk.
Selection of the bidder is base on:
1. the solution proposed (simple, easy to deploy, easy to extend)
2. the cost
3. the delivery date
