The application you are looking for can be created in a such a way that, One user type (The end user) , would be able to register via email or social media accounts to post his shipment/courier details, based on which either he will get an automated quote from the website and place the order with payment, or Admin will get back to him with offers via email or phone and can ask customer to complete the order with paying online. Admin then from back-end then will choose from a list of Drivers, to see which Driver is near to the pick-up location based on the GPS connected with the Android app. The admin will send the shipment details to the Driver, the Driver will receive it in App and will confirm it. The driver will also confirm the shipment/courier status time by time via app, on event of pick-up and delivery. Let me know if my assumption of the job is correct or not.
