Custom Vehicle Wrap to Represent Large Format print Company

We run a large format print shop in Las Vegas. We have two full time designers but they are two busy to work on this project so I thought we might try a freelancer. We would like to wrap our company vehicle, a 2010 4 runner (I can supply masked images made in photoshop with measurements as a template.) We have two concepts we are looking to explore. The first concept is to create a "Steam punk design." If you are unfamiliar with this genera plaese google and investigate intensily. If i am going to go through this much trouble I would prefer to have a designer who is intimately familiar with this design astetic or has at least done their home work and due diligence. The second concept is my favorite but very challenging. The idea is to make the 4runner look like a pick-up truck and in the back of the pick-up sits a tank with an Octopus inside it. The Octopus has tentacke reaching out of the tank and thrusting forward towards the front of the vehicle even grabbing it in areas, sor of cruching it with its strength.

Not sure how this works but I hope its possible to asses who has the right stuff to create this before I spend money. Thanks for looking!
