Build attractive webpage (one-page)

I have a 15 page Microsoft Word file (.docx) which needs to be made into an attractive webpage. Ideally, this webpage will be "responsive" and easily read on PCs, tablets, cellphones, notebooks, etc. There is a need for some sort of Banner at the top. For the most part, the content of the 15 page file contains excerpts from historical U.S. government documents. Additionally, there are some excerpts from law journals and other related sources. As such, the "source" is also given. There are 15 items and some other data. The items must be numbered. The source of each one must be given. (Usually, I place the sources "flush right".) Quotations must be indented. Some words are in italics, and some are in bold. (There is no index.) I hope that you will pay attention to all of these details. The Word file was originally separated into three sections and made into three YouTube videos. Hence, it will be desirable to put a link to the video at the end of each section. I am looking for an attractive web design that will catch the attention of the public. For a person with experience in PHP and HTML, I assume he/she should be able to complete such a project fairly quickly, so I am estimating a price of approx. US $45
