bookmark and anchors in swishmax

I need two things on this page:
(1) I need the up and down arrows replaced with a scrollbar (example of type and color in upload files). This scrollbar must be automatically adjustable to text or images added to this page in the future.
(2) I want all the questions listed at the top of this page with bookmarks to the questions and answers below on this same page. At the end of each question I would also like a "back to top" link.
This needs to done in SwishMax, because that is the program I will be using to edit it in the future. I need this done fairly quickly.
