Convert concept art to vector / color / basic animation

I have some concept art of a garden that is messy and then a garden that is nicely presented. I need these images converted into vector art and coloured to be used as websafe images. These images including a van image and a small character image representing a trader who deals in fencing / paving / decking need to be vectorised and coloured. The project will preferably be awarded to a freelancer who can create basic animation to be used in a banner like animation to promote this business. All details can be provided. Successful candidate will have excellent skills in flash, illustrator, photoshop and have good coloring skills for websafe content. Animation should have 4 stages: - Stage 1: Untidy garden image visible, few flies / rats animated for a few seconds - Stage 2: Van drives in from right hand side and leaves from the left revealing stage 3 - Stage 3: Clean garden now revealed with animated flower and or birds or something of the like - Stage 4: Character comes in from right with big smile and a thumbs up ...... background image fades out slightly and advertisement text displayed and contact details Possibly looking into a small website design to accompany this so if you have expertise within website design to promote a fencing / decking / paving business then this will be considered. Must be simple, effective, have gallery of work completed. Design should be fresh, snappy and professional. NO RUBBISH TEMPLATES!
