Academic Writing - Table of contents, list of figures, list of tables "Drag and Drop" Template

I am working on my dissertation and would like a Table of Contents and document heading template created so that I may copy and paste the various portions of my dissertation into the appropriate locations. I can provide you with generic headings such as Chapter 3. "Title of Paper 3". "Section 3.1. Introduction for Paper 3". "Section 3.2. Methods and Material for Paper 3". Etc. The Headings in the paper need to link with the Table of Contents and all need to follow the guidelines of my university, which I will send you once hired for the project. Also, I need an automated template for figures and tables for each chapter so that figures and table numbers are automatically updated as various items are added. The automated numbering of the figures and tables should appear in a "List of Figures" and "List of Tables" Immediately following the Table of Contents. Tables added to Chapter 3 need to be named Table 3.1 Name of Table, Table 3.2 Name of the Second Table in Chapter 3. The same numbering scheme will be used for figures. The Table of Contents, List of Tables, and List of Figures will need lower case Roman Numeral page numbers. Then, the first page of the dissertation (i.e., Chapter 1. Introduction) will have an numerical page number that begins with the number immediately following the last roman numeral. I need the template within 12 hours and my budget is $50. The drag and drop feature is most important to me at this time. In sum, I need a template that will allow me to insert approximately 100 different items (text, figures, and tables) and that will allow me to automatically update the TOC as I add items.
