Device drivers architecture

I'm currently developping a remote access tools to access any laptop on our network but now I need to be able to use, for example, the wireless card of the remote PC just as same as if it was the one in my PC. I have no clue on this can be achieve and if it can be achieved, so I need an expert that will suggest me an architecture to be able to achieve this in the easiest possible way. Do I need to write a device drivers ? hook the calls to my wireless card and the redirect them to remote PCs wireless card ? etc... please don't bid unless you are an expert on this topic. Last but mot least the remote PC is not always a windows machine it can be Linux, BSD, etc..
