Create GDAL tool - repost

I do have tiff images which they are already UTM projected, I am trying to geocode them with the ground points which i have. I am looking for some some who understand GDAL very well to make a tool for that can create RPC, RPB and MXL. The tool has to be developed accoording GDAL Data Model [login to view URL] and the Mathematical Model [login to view URL] My requirement in that tool 1- load a tiff image. 2- load the ground points that belong to that images in txt file. 3 generate RPC, RPB, MXL files accorrding the GDAL model and the math model I'll send you 2 tiff images with their ground points to generate the files and you will send me the files the generated files to test them if its working I'll transfere you money at the monent by PAYPAL and after you recieve your money you can send me the tool.
