Define a scope and write a pilot short story for Children

I have a base subject with general fictitious characters with a potential comical theme. I want to create some structure and substance to this theme by creating specific characters, and develop story lines suitable for both young children while appealing to older children. Initially the task is to come up with some scenarios and ideas with a view to creating an ongoing variable storyline based on a community. A great sense of imagination is required, along with a strong understanding of the Scottish language and folklore. I am looking for a freelancer to help me create a structure, and then write a short story (length to be discussed) If successful would be an ongoing project to build on the entire theme and create a story book. Please explain how you expect to fulfil the Scottish knowledge requirement.
