I am looking for an animator who can create a shot 20 second basic sketch animation. I want to convert a live action video I already have into a basic sketch animation. The shot is also a basic tracking shot throughout.

It's not clear from your brief, but I gather you would like one of the following: - Your footage converted into rotoscoped animation; an exact replica. - Your footage translated into the animated medium; for example, animation techniques are used to enhance and exaggerate movement and character where required.
