Acatel Evolve 2 (4037T) - Create custom ROM, create install instructions to restore from factory reset

We are a small business providing custom SaaS software to our clients. Many of our clients lease devices from us. We would like to modify the existing ROM on our Acatel Evolce 2 (T-Mobile) devices such that:
-All bloatware is removed
-Add a web shortcut link on the desktop
-Install one of our APKs
-Factory reset, restores the custom rom as defined above
I'd rather modify the existing TMobile stock ROM, rather than use a generic ROM as we need these devices to operate in the field at all times.
Optionally nice:
-Put our own splash screen at boot up
For this job we would like to do all the things above and we will require the steps needed to install the custom ROM/backup software onto approximately 1000 devices.
We will provide the hardware if needed.
