Hi. We would like to hire a talented web developer, Skilled in one or more of the following.

HTML, CSS, JavaScript + a front-end framework (React, Angular, Vue)
(React or Vue are preferred)

OR

C# with the .NET Framework (ASP.Net) using MVC Design Patterns.
C# Is highly preferable as we believe it to be the best solution going forward. Preference will be given to C# or an HTML stack with React or Vue.

OR

Python with the Django framework.

We are looking for a web developer fluent in English with good communication skills, the chances are good that if your project meets our needs we would like to continue working with you in the future.

It is highly preferable if the website can later be adapted into an application for Android and IOS, thus why we prefer React with the HTML stack or C# and later Xamarin for the Application.

The website must have the following Functionality.

User Authentication
The ability for users to upload Files, Pictures, etc.
Authentication of Real Users involving ID, Proof of Residence, and Credit Card Verification.
GPS Tracking of the Buyer and the Seller.
Messaging from Buyer to Seller with the ability for US (The website owners to see the messages if needed)

Your budget is too low, this kind of website is not only front-end. You will need back-end also. If you want a custom website like this you'll pay over 1500$ and it will take almost 1 month to be done in 2 people . Better you go for a WordPress website if you don't want to spend much money but the results won't be so nice, you can get one nice WP Website with your requirements for almost 350$
